本文从归纳2011 年中外城市灾害事件与特征入手，系统地给出了国外重大灾害背景下的启示，尤其列举了中国城市发展进程中典型的综合灾情，反思了城市减灾规划的诸多无助。在此基础上从城市巨灾应对、城市减灾管理失当、城市需提升安全责任文化、保障城市安全运行诸方面对2012 年的中国城市安全发展作出分析与展望。 - 关键词：
中外城市；综合灾情；安全责任；巨灾；综合管理； - Abstract: Starting with an overview of disasters that happened in Chinese and foreign cities in 2011, this article systematically draws out the lessons we have learned from the disasters that occurred abroad and especially enumerates the typical integrated disasters that happened during the process of urban development in China, reflecting on our weakness in disaster reduction planning. Based upon the analyses, the prospect of China's urban security in 2012 from the aspects of cities' catastrophe response mechanism, cities' misadministration of disaster reduction, cities' needs of strengthening safety responsibility awareness and the safeguard of cities' safe operation are discussed.
