本文以权力为视角，分析同城化的问题，对同城化实施过程中的复杂关系进行梳理，接着重点对同城化规划过程中涉及的权力要素进行深入分析，诠释权力的约束作用，最后结合广佛同城化的案例进行佐证，从项目的实施过程出发，提出在当前体制下同城化实施的必要途径。 - 关键词：
同城化；权力；制约 - Abstract: From the perspective of power, the paper analyzes problems from city-integration and its complex relationship in implementation, then further analyzes elements of authority in city-integration layout, and demonstrates the restraint effect of power. Finally, based on the Guangzhou-Foshan Integration, the paper brings forward the essential approach in city-integration implementation, from the standpoint of project execution.
