建立在理性假设思维模式下的交通规划往往与现实情况有差距，在分析Downs 定律之后，提出交通系统的非均衡性和交通出行决策的非理性特征。从心理学基础理论着手，分别从信念和偏好两大角度分析交通出行及交通规划中的心理学因素和出行感知决策，并提出政策环境和规划设计层面的对策。最后建议有限理性理论应成为交通规划、研究和决策的基本假设。 - 关键词：
心理学；交通规划；理性；非理性；有限理性； - Abstract: There are gaps between transportation planning based on rationality assumption pattern and the reality. The analysis to Downs Law showed that transportation system is non-balanced and transport trip decision is irrational. So, some discussions about psychological factors in transport trip and transportation planning proceeded respectively from two angles of the beliefs and preferences, which are the basic theories of Psychology. Finally, it proposed countermeasure regarding policy, environment, planning, design and other aspects, and suggested that Limited Rationality Theory should be the basic assumptions of transportation planning, research and decision-making.
