- 城市社区管理模式评析及中国社区管理机制初探

中国正处于经济社会发展的转型期，城市“社区制”管理尚处于起步阶段，公众诉求未能获得良好表达与响应，基层社区自治也因此受到影响。本文出于理清社区管理的主导力量及职能结构的考虑，基于管理主体及其作用与地位对国外及港台地区的主流社区管理模式进行重新划分，确定为行政主导型、议行分离型、权力开放型、组织推动型、社工推动型和义工推动型六大类，并分别就其实践做出评述。同时，从社区自治视角分析并判断我国城市社区管理的发展趋势，指出其机制问题，进而提出社区管理“智慧”转型的理念，将社区管理模式进行区域机制管理分类，通过“分步走”和公众参与平台的构建完善我国城市社区管理机制。 - 关键词：
社区管理；管理模式；管理机制；社区自治；公众参与； - Abstract: In the period of economic and social transformation, community management system in China is still in its infancy, and public demands couldn’t be well expressed and responded, which hinders the implementation of community autonomy. Therefore, this paper, based on the consideration of sorting out the leading force and functional structure of community management, redistricts overseas main urban community management patterns according to the management subjects and their role and status, which are the executive-led mode, legislative and executive powers separated mode, rights opening mode, organization driving mode, social workers driving mode and volunteers driving mode, and reviews their practices. Meanwhile, in the viewpoint of community autonomy, the paper analyzes the trend of China’s urban community management and its mechanism. Finally, the paper proposes the concepts of smarter transformation of community management, assorts community management patterns by region, and suggests the transformation should imply step by step and build public participation platform for support.
