通过调研，对江苏省29 个工业行业的碳排放强度、单位用地产值和单位用地碳排放进行了核算，研究工业能源消费碳排放的行业特征与差异，并通过聚类分析，寻找低碳发展的目标行业，实现工业结构转型升级与低碳经济发展相适应，得出：工业碳排放具有高度的行业集中性，节能减排政策需要具有行业针对性，很多高碳排放行业都是区域经济发展的支柱行业，需要综合权衡节能减排政策与区域经济发展稳定性间的关系，低碳发展背景下，江苏省在政策上应该偏向高产出低碳排放的工业行业并重视工业行业的间接碳排放。最后提出依靠合理的财税政策、市场机制、用地政策和结构转型升级等路径实现工业的低碳发展。 - 关键词：
低碳排放；工业行业；调控路径；聚类分析； - Abstract: Based on research, the carbon emission intensity, carbon emissions of the unit land and output of the unit iand with 29 industries are released. Research of the characteristics and differences of carbon emission with different industries are implemented in order to find the target sectors of low carbon development and make the transformation and upgrading of industries fit with economic development. It is concluded that high industry carbon emission mainly concentrate in a few industries. With reference to the carbon emission difference of various industrial sectors, it is necessary to make sector-specific and sectordifferent emission reduction policies, and to coordinate the relationship between industrialization and energy consumption. Our country should tend to the industry of low carbon emissions and high output in policies, and we should pay attention to the indirect carbon emission of industrial sectors. Last, this paper proposed that we should rely on fiscal and taxation policies, market mechanisms, land use policies and transforming the industrial structure to achieve low carbon emissions of industries.
