新城的规划建设对于城市整体布局和发展具有重要意义。依据全面规划的理念，天津团泊新城西区规划方案从主导功能定位的角度出发，提出了新城西区的战略定位与发展目标，设计了西区土地利用方案，为天津市城市统一布局和西区合理开发提供了依据。 - 关键词：
新城的规划建设；规划方案；主导功能定位； - Abstract: Metro's planning and construction for city overall layout and development has great signifcance. Based on the complete Planning concept, the Planning Program of TuanBo Metro(West) that started from the dominant functional orientation, puts forward the strategic orientation and development goal, and designs land-use program, which provids a basis for the Tianjin city unifed layout and the Western rational development.
