当前我国城市处在快速发展建设阶段，存在一定的规划逻辑缺失和混乱，如何完善显得急迫而重要。本文指出当前规划制度环境中存在的一些问题，通过对近年来一些规划实践与探索的简要概括，尝试对规划的作用、思想、形式与体系等部分内容进行逻辑解释与思考，并提出完善规划编制技术制度的若干建议。 - 关键词：
规划；作用；内容；形式；体系；逻辑； - Abstract: Many Chinese cities are at the stage of rapid urban development, and they have incurred problems such as logical faws or disorganized planning. Thus it is urgent and important to improve the existing urban planning system. This paper, by pointing out the issues in the current planning system and summarizing some practices in the urban planning procedure over the years, explores to provide logical interpretation and analysis on the role, concepts, forms and system of planning and also puts forward some suggestions for improving the system of planning techniques.
