经过200 多年的发展，西方国家的城市公共休闲服务供给已形成了较成熟的层级体系，也因此基本实现了保障公民休闲权及通过休闲提升大众生活品质的供给目标。在这个层级体系中，地方政府是公共休闲服务供给的主要力量，其供给的主要方式是直接向公众提供休闲场地、设施与服务；州或省一级政府主要扮演立法授权者、支持引导者和直接供给者的角色；中央一级政府则主要扮演法律颁布者、政策制定者和直接供给者的角色。 - 关键词：
西方国家；公共部门；休闲服务；供给； - Abstract: After 200 years of development, western countries' urban public leisure services supply has formed a more mature level system. It therefore has realized mainly the supply goal of safeguarding citizens' leisure right and improving the public life quality through leisure. In this multi-level system, local government is the main force of public leisure services supply, and its main supply way is providing direct leisure venues, facilities and services to the public. State or provincial government play the role of lawmakers, supporters and direct suppliers, and the central government is primarily as a law, policy makers and direct suppliers.
