县级城市控制性详细规划实施难问题长期存在。这样的结果是规划管理与规划技术等多方面原因造成的。文章从规划技术角度出发，对现行县级城市实施中出现的问题进行总结，并提出相应的对策和建议。 - 关键词：

The article, from the angle of planning technology, summarizes the problem in regulatory plan implementation, and provides some advices and countermeasures.
