政府在保障性住房建设中的主体责任已被业界和学术界所认可，但国内外在论述政府负责保障性住房建设的原因时，大多是从社会学和公共管理学的角度进行阐述，对政府促进保障性住房建设的经济学依据缺乏系统的分析和揭示。这不仅使政府在保障性住房建设中的定位缺乏经济学的理论基础，也不利于指导保障性住房实践。本文主要探讨政府促进保障性住房建设的经济学依据、政府失灵的原因以及政府在保障性住房建设中的角色定位。 - 关键词：
政府；保障性住房；市场失灵；政府失灵；经济学； - Abstract: The responsibility of government in construction of Affordable Housing has been recognized by the people, however, the reason of government responsible for Affordable Housing has mostly been discussed from the sociology and science of public management by scholars at home and abroad, the systematic analysis and revelation of economics reason on government responsible for Affordable Housing is not enough. This will not only lead to the lack of the economics theoretical foundations in the construction of Affordable Housing, and it is not conductive to guide the practice of Affordable Housing. The paper mainly discusses economics reason of government promoting the construction of Affordable Housing, cause of government failure and the role of government in the construction of Affordable Housing.
