伴随住房改革，我国城市住房拆迁与补偿政策在近20 年经历多次政策演变。通过对历年来国务院颁布的城市住房拆迁与补偿条例相关法规的解读，以及一些影响政策方向的重大事件的研究，分析地方政府在拆迁中角色的变化，并对城市规划提出新要求。研究认为地方政府在城市住房拆迁中经历了从毫无约束到相对弱势，再回归理性的角色变化。地方政府不断调整政策、转变角色是走向善治之路的积极践行。 - 关键词：
住房改革；房屋拆迁；政策变迁；城市规划；政府角色； - Abstract: There are some improvements regarding China’s policies on house dismantlement and compensation with housing system reform. Based upon the interpretation of some legislations and regulations about urban housing dismantlement and compensation as well as research on several events in the past years, this paper analyses the changing roles of local governments, which vary from unrestraint to relatively weakness, and finally back to rationality. In a word, to adapt the policies and social role is a positive practice to ‘good governance’ for local government.
