首先，总结从20 世纪50 年代至80 年代不同时期公建配套供给与需求的特点。其次，归纳转型前后公建配套供给与需求变化对公建配套编制标准、城市居住社区组织模式及实施阶段参与主体的影响。再次，从规划编制和实施两个阶段出发，探析现有标准与需求之间的冲突，以及在实施过程中各主要参与主体之间协作的低效性。本文以广州市天河区奥林匹克体育中心周边地区为例，探究转型期中国城市公建配套编制实施过程中出现的问题。 - 关键词：
转型期；公建配套；编制实施；问题； - Abstract: Based on the cases of Olympic Sport Centre in Tianhe District, Guangzhou, this study aims to examine the problems caused during preparation and implementation of urban public facility plans in the transitional period in China. Firstly, the supply-demand characteristics in different eras from 1950s to 1980s are sorted out. Secondly, the influence exerted by the change of these characteristics is revealed, including the impact on supply standards, urban community types and the main actors in the implementation process. Last but not the least, the discrepancy between residents’ demand and the existing supply standards, along with the low efficiency of the main actors during implementation are exposed and illustrated.
