目前,我国发展较为成熟的开发区走上了以土地再开发为手段的开发区转型之路。但是,传统的城市更新开发模式将原权利人的更新诉求排斥在外,单纯以政府为开发主体的再开发模式具有一定的局限性与片面性。本文将开发区土地划分为“实”、“虚”、“伪”三类地区,比较分析各地区的再开发方向,并在现有的城市更新模式的基础上论证多元利益合作再开发的可行性,提出了各分区土地的多元利益合作模式,为推进开发区的转型进程奠定基础。 - 关键词:
开发区;土地再开发;多元利益;合作模式 - Abstract: At present, in China, most of the mature development zones are on the transformation of the road with the method of re-developing land. However, the traditional mode of urban renewal development oriented by the government ignores the holders¡¯ opinions and consists of some limitations and onesidedness. By comparing and analyzing the re-development way in each region, this article will divide the development zone into ¡°real¡±, ¡°unreal¡±, ¡°fake¡± categories. At the same time, we demonstrate the feasibility of re-development, which consists of cooperation and multiple interests based upon the existing mode of urban renewal, and proposes a new cooperative model of multiple interests for each district. The new model accelerates the transformation of the development zone.
