- 摘要：
针对新型城镇化背景下中心城市外围新市镇发展的需要，南京市全面启动新市镇城市设计，期望新市镇成为新时期城乡发展一体化和率先基本实现现代化的承载空间。本轮新市镇城市设计试行了3个创新，包括在技术目标层面着力达成城镇功能和品质的共同提升，在制度目标层面尝试以城市设计协同法定规划编制与实施，在组织目标层面致力于多元主体参与。以高淳区6 个新市镇的城市设计为例，对城市设计技术、制度和组织创新的成效进行了实证分析，认为城市设计的技术创新取得了较好的成效，使城市设计协同法定规划体系有路径可循，多元主体的参与度逐步提高。但就新市镇对城乡系统发展的能动作用要求而言，还应更多地推进政策联动和自下而上的治理。 - 关键词：
新市镇城市设计；功能品质提升；协同；自下而上；南京高淳； - Abstract: In response to the need for development of new town outside of the main city of new-type urbanization background, it launched a comprehensive new town’s city design of Nanjing City. The new town of new period can integrate urban and rural development and realize basic modernization bearing space. The new town city design implement innovations, wich is composed of the promotion efforts to reach a common function and quality of towns in the technology of target level, the level of target in the system attempts to city design collaborative compilation and implementation of the statutory planning, organization objective level committed to multi subject participation. The paper takes city designs in six new town district of Gaochun as an example, in which technological innovation city design has achieved its objective and gradually improved the participation of multiple subjects.
