运用公共政策学原理，探讨控规的公共政策属性；通过对现行控规公共政策属性的缺失及原因分析，提出从“工程技术”向“公共政策”转型、加强制度建设是控规改革的重要方向。为实现控规这一转型，一方面，要建立公正、公平的核心价值观和保障公共利益的政策目标；另一方面，要基于公共政策，从思想理念、编制主体、体系构成、运作程序四个方面进行控规的制度建设。 - 关键词：
控制性详细规划；公共政策；公共利益；利益协调；制度建设； - Abstract: By using the basic principles of public policy, this paper analyzes the public policy characteristics of regulation planning. Then, based on the analysis of current status and the reasons of regulation planning missing public policy characteristics, this study proposes that the transformation from engineering technology to public policy is an important direction for regulatory planning reform. To achieve this transformation, regulatory planning, on the one hand, needs to establish the fair and equitable values and the policy objective of protecting public interest. On the other hand, regulatory planning needs to optimize its system, including the ideas, the formulation, the system components and the operation procedure.
