- “项目进村”的私人化运作与村庄建设困境——基于湘中英村的经验
- The Private Operation of “Projects Entering the Village” and the Village Construction Dilemma: A Case Study of Ying Village in the Central Hunan Province

项目制在基层实践中产生了诸多困境，直接影响了项目的实施效果。本文发现这与项目进村的私人化运作密切相关。在项目争取阶段，村庄获得的项目多少主要取决于村支书的私人关系和资源；在项目实施阶段，村支书将国家的项目资源转化成了治理资源，为以自己为核心的村庄精英谋取私利。项目进村的私人化运作给村庄治理带来了多方面的负面后果：国家与农民的关系被弱化、村干部日益走向“悬浮”、村庄民主名实分离、分利秩序蚕食项目资源、农民的诉求无法得到回应等。扭转此种局面需要从项目分配和项目实施两个阶段加以规范和完善。 - 关键词：
项目制；私人化；村干部；村庄建设； - Abstract: The project system has generated a lot of difficulties at the grassroots practice. This situation directly affected the implementation effect of the project. This paper finds that this is closely related to the private operation of “projects entering the village”. In the phase of competing for projects, the number of projects of villages acquired depends largely on the amount of personal relationship and resources of the village secretary. In the phase of project implementation, the village secretary turned project resources of the country into governance resources in order to reap the interests for the privileged of the village. The private operation of projects entering the village has brought many negative consequences for the village governance: weakened relationship between the state and peasants, suspended village leadership, damaged village democracy, the hierarchy of profit division of project resources, indifference to the needs of peasants. Reversing this situation requires people to take measures to standardize and improve the procedure of getting the project and project implementation.
