- 摘要：
对比不同时期国家法律法规对控规编制内容与审批的相关要求，指出控规法律地位逐步提升，控制内容由开发容量控制向民生需求导向控制、资源环境保护控制拓展，各类要素的控制刚性也呈现分级差异；以控制内容体系及各类控制要素调控刚性的创新为切入点，梳理地方控规改革的实践特征。结合当前存在问题，指出未来控规研究与实践的重点方向。 - 关键词：
控规；法规；实践；演变；展望； - Abstract: By comparing national laws and regulations on regulatory plan, three evolution characteristics are outlined: the increase of the legal status, the expansion of control contents and the classification of control degree. On this basis, the innovation of regulatory plan in local practice is summarized, and the important directions for future research and practice are proposed.
