保障房住区公共服务设施的有效供给直接影响到居民的生活品质。广州市的案例研究指出，保障房住区的公共服务设施存在现状配套不足和运营缺失的问题，导致居民满意度低。究其原因包括：规划中未充分考虑保障房居民与一般城市社区居民的差异，及其对设施配套的影响；设施“一次性”配套与居民结构变化引起的供需差异；城市边缘区高等级设施供给不足，核心区大规模住区分期建设中未预留充足的高等级设施用地；政府和市场对不同等级、不同经济属性设施的供给协调不足等。结合问题和成因的分析，研究提出，今后保障房住区公共服务设施的供给要从针对性、阶段性、均衡性和协调性四个方面进行改善，既要满足居民真实需求，保证规划建设的科学性，又要保证供给主体适时适当的弹性介入，实现设施及时、长期的有效供给。 - 关键词：
保障房住区；公共服务设施；供给；需求； - Abstract: The effective supply of public service facilities in social housing Settlements affects the quality of life of residents directly. This research indicates that, residents in social housing residential communities in Guangzhou are not satisfied with living conditions due to lack of facilities and its operations missing. There are some main reasons. The facilities planning did not target differences in characteristics of residents of social housing, such as low-income, physical disabilities, low employment rate and activities. Contradiction existed between "one-off" supporting and residents' changing demand caused by the change of residents’ structure. High-grade facilities were lack of supply given the residential communities’ location, and future construction of high-grade facilities was also lack of land reserve. There was lack of sufficient coordination of the supply of facilities with different levels and economic attributes. Therefore, future supply of facilities in social housing residential communities has to be targeted, phased, balanced and coordinated, which should not only meet the residents' real demand, and also ensure the appropriate elastic intervention of supply subject. Through the scientific planning and construction, the timely and long-term effective supply of pub service facilities could be achieved.
