中央高层对于三农问题的关注触发了各级政府项目在乡村领域的持续投放，之前深陷“中空”危机的乡村治理也随之产生了一系列变化。本文简要回顾了海外经验中政府层面发起的乡村项目对乡村治理的促动，以南京市江宁区的三个典型乡村项目为研究对象，基于不同类型特点进行了评述。文章认为，政府项目引发了一系列关乎乡村治理改善的“链式反应”，这一由政府先行推动、带动市场、农民参与的乡村运动，可以视作中国特色治理模式在乡村地域中的一个重要体现。但是，我们同时还应当清醒地认识到，合理界定乡村治理当中政府的干预边界是实践的当务之急。市场因素是这一过程更为根本的动力，乡村善治的达成更有赖于村民归属感与社群参与力的提高。 - 关键词：
乡村项目；治理结构；乡村规划；善治；江宁； - Abstract: The rural issues have always been on the top agenda of central leaders in China. The program campaign initiated by multi-level government has transformed the countryside significantly, and the ‘hollowing out’ governance situation of rural China reveals a new look. This paper briefly reviews the oversea experience on rural governance changes driven by the state-programs. Based on the case study of three typical villages in Nanjing, it then discusses pros and cons of the new state-led pattern in China. It is articulated that, through rural programs, the state induces a chain of significant changes in rural governance, in which the renovation of built environment is used as a breakthrough point to revitalize the rural society. However, practitioners should recognize the limit of governmental behavior. Market acts a more fundamental role in the process. Toward good governance, the empowerment of farmers via the programs is more crucial for rural China.
