现代CBD是城市现代服务业发展的一种高效的空间组织形式。由于现代CBD开发建设的长周期性和空间的高度外部性，其空间开发与运营的政府管理模式需要应对不同阶段市场经济环境。本文通过对现代CBD空间开发与运营的政府管理特征进行总结，分析由政府派出的CBD公共管理机构如何针对市场经济环境下CBD空间开发与运营的阶段性，制定相应的管理策略，以及协调与各级政府及其他利益群体之间的关系，为CBD的空间高效开发和可持续运营提供参考路径。 - 关键词：
现代CBD；空间开发；空间运营；政府管理；公私合作； - Abstract: Modern CBD is an efficient spatial organization form of urban modern service industry. Due to the characteristic of long-term and externalities, spatial development of the CBD requires the government to make a reasonable management structure and management methods for different stages of development of the market economy environment, and take coordination between the various levels of government and other stakeholders, in order to achieve the development of efficiency and sustainability. Based on different stages of development of CBD in the market economy environment, the paper summarizes the mode of CBD agency, the practical types of CBD management and coordination among the various levels of governments and other stakeholders, to provide references for CBD planning and implementation.
