《新城市议程》经过多轮谈判而达成一致，最终在2016年10月联合国住房和城市可持续发展大会（简称“人居三”）得以通过。《新城市议程》确认城市化是可持续、包容性经济增长，社会和文化，以及环境保护的发动机，并将为城市的变革和可持续发展提供潜在的动力。是一个将指导未来20年可持续城市发展的框架性文件。本文对《新城市议程》进行了全面解读，包括：基多宣言，共同愿景，相应原则和多项承诺。阐述了从5个方面落实《新城市议程》：加强制定和实施国家城市政策；推动城市立法，依法管理城市；以良好的城市规划设计引领城市发展；建立稳定的投融资机制为城市化提供充足的资金保障；强化地方实施。通过这5个方面的战略来领导良好的城市化，促进城市更加繁荣发展。 - 关键词：
新城市议程；解读；落实； - Abstract: The New Urban Agenda (NUA) reached an agreement after several rounds of negotiation and was unanimously adoptedat the United Nations Conference on Housing and Sustainable Urban Development (Habitat III)that took place in Quito, Ecuador in October 2016. NUA recognized that the urbanization is the engine of sustained and inclusive economic growth, social and cultural development, environmental protection, and of its potential contribution to the achievement of transformative and sustainable development. NUA is a framework, the guidance to sustainable urban development in the next two decades. This article is going to thoroughly interpret the NUA, which includes Quito Declaration, shared vision, principles and commitments. The NUA has fivepillars which are strengthening the formulation and implementationofthe national urban policies, promoting the urban legislations and managing the cities by law, leading the urban development by the good urban planning and design, building the stable investment, financing mechanism for providing the sufficient financial support to the urbanization, and enforcing the implementation of local government. The good urbanization will be led by these five aspects, and will lead to the more prosperous and sustainable.
