- 摘要：
综合防灾规划是一种新兴的规划类型，其中灾害风险评估作为关键环节应体现“综合”内涵，即考虑多灾种、全过程及多手段的防灾需求。灾害风险评估需要有明确的评估目标、全面的评估对象、清晰的评估要素、完善的评估流程以及综合的评估方法。灾害风险评估方法体系的构建应是：首先明确灾害风险评估的作用与目标；确立由单灾种分析向多灾种复合的评估流程；建立多灾种风险辨识机制；落实单灾种风险分析与区划；整合多灾种综合风险。 - 关键词：
综合防灾规划；灾害风险评估；“综合”内涵；复合过程； - Abstract: Comprehensive cisaster mitigation plan is a rising planning form. As its key step, hazard risk assessment should reflect the “comprehensive” connotation, which means the multi-hazards, whole process and multi-measures need to be considered in the process. Hazard risk assessment is calling for clear goals, multiple objects, specific elements, rational process, and comprehensive methods. Aiming to build the method system of multi-hazards risk assessment, firstly, the role and goals should be identified; secondly, the process from analyzing single hazard to integrating multi-hazards should be established; thirdly, the identification mechanism of multi-hazards risk need to be built; fourthly, the analysis and zoning on single hazard risk need to be realized; finally, multiple hazards risks should be integrated.
