随着各级政府对地下空间开发利用的重视，地下空间在总量和人均指标上都取得重大突破，但在综合化、系统化、多元化利用方面仍有很大提升空间，杭州市位列其中。结合国家及杭州市创新发展理念，以问题和效果为导向，从理顺地下空间产权办理和创新管理模式着手，剖析杭州市地下空间确权存在的障碍。围绕构建地下空间规划编制、出台地下空间功能分类、明确地下空间产权登记、创新管理模式等方面，提出突破地下空间发展瓶颈，推进地下空间实现质的提升的一系列举措，同时可为国内其他城市提供参考。 - 关键词：
地下空间；产权；管理模式；杭州； - Abstract: With the attention of governments at all levels for the development and utilization of underground space, the underground space has made major breakthroughs in terms of total amount and per capita index, but there is still room for improvement in comprehensive, systematic and diversified utilization. Hangzhou ranks among them. Combined with the concept of innovation and development of the state and Hangzhou city, guided by the problems and effects, this paper analyzes the obstacles in the confirmation of the underground space in Hangzhou from rationalizing the management of property right in underground space and innovation management mode. A series of measures to break the bottleneck in the development of underground space and promote the improvement of underground space are put forward in the following aspects: the compilation of planning for the construction of underground space, the classification of functions of underground space, the registration of property right in the space below clearly, and the innovative management mode.
