随着中国各主要城市新城开发渐趋饱和、外延式扩张逐步收紧，城市发展和土地利用的焦点 正在回到旧城，因而最近 10 年城市更新也成为中国城市管理中一个日益重要的公共政策领域。 从管治的角度，对城市更新的概念和内涵做了重新审视，指出现代城市更新并不仅仅是一种物 质层面的重建活动，而是一个在全球化社会经济大变革背景之下地方层面发生的动态的政治过 程，须从“过程、价值及体制”三大要素认识其本质特征。同时，亦尝试从宏观管治环境、管 治结构、管治理念 / 议题、管治机制、管治效能等方面入手，建立一个初步的城市更新研究框架， 作为深入理解城市更新管治体系或进行跨城市比较研究的分析工具。 - 关键词：
城市更新；管治；内涵；研究框架； - Abstract: With the new town development becoming gradually saturated, the focus of urban development and land use activities is moving back to the old urban areas, and urban regeneration has thus become an increasingly important public policy domain in major Chinese cities in the recent decade. This paper reviews the concept and essential meanings of urban regeneration from a governance perspective, underlining that, beyond a simple physical improvement activity, modern urban regeneration is more than a dynamic political process that reflect local changes in the contextual transformation of globalization. Process, value and institution are the essential factors to understand urban regeneration governance. In addition, this paper also attempts to build up a tentative analytical framework for the understanding of urban regeneration governance either at a single city level or for comparative studies among different cities, the study logic of which comprises elements as general governing context, governing structure, governing ideology/agenda, governing mechanism and governing effectiveness.
