城市边缘区发展过程中出现了居民点盲目撤并、劳动力析出与就业空间错位、设施配给与实际 需求不符等诸多社会生态问题，研究结合新型城镇化战略，以重构社会生态系统平衡为目标， 通过调研不同区域劳动力析出规律、土地流转与产业等发展条件及居民发展意愿等，构建以社 会生态分区与居民点分类发展为基础、以就业空间布局与土地流转模式分区指引为核心，以交 通与服务设施精明配置为支撑的发展路径，并结合社会生态分区制定多模式的共建策略，确保 规划建设顺利实施。研究结合日照城市边缘区规划实践，为城市边缘区发展路径优化进行了有 益探索。 - 关键词：
城市边缘区；社会生态系统；劳动力析出；就业平衡；共建共享； - Abstract: In the process of rapid urbanization, many social-ecological problems including the resettlement of the settlements, the uneven distribution of labor force and the distribution of employment, the disposition of facilities and the actual demand does not match, the space elites and the interests of the original inhabitants are impaired come out in urban fringe. This paper aims to set up a planning method framework to reconstruct the social-ecological system balance, with the social ecology research as the basis, the social ecosystem zoning and residential classification development and the employment zoning guidance as the core, the public service and the transportation facilities disposition as a guarantee. Combined with the social-ecological zoning, we should develop development timing and multi-mode co-construction strategy to ensure the smooth implementation of the plan to achieve multi-win-win situation, sharing development results. Based on the planning practice of Rizhao City, this paper makes a useful exploration for the optimization of urban fringe development model.
