发展自行车交通成为中国国家政策。丹麦哥本哈根市制定了持续和长期的自行车发展战略，提出世界“最好的自行车城市”战略目标以及“城市生活”、“舒适便利”、“速度”和“安全感”四个子目标。战略提出实现目标的具体措施指标、相应的自行车出行比例和出行质量指标。自行车政策的吸引战略、用指标定义战略目标、提高骑车出行意愿和财政资金保障是对中国制定发展自行车政策和规划直接的启示。 - 关键词：
丹麦；哥本哈根；城市交通；自行车；政策；战略； - Abstract: Development of bicycle traffic has become China's national policy while Copenhagen of Denmark has developed the sustained and long-term bicycle development strategy which sets forth the strategic goal of becoming "the world’s best bicycle city" and four sub-goals, namely, "city life", "comfort and convenience", "speed" and "sense of security". The strategy proposes concrete measures and indexes for achieving the goals, and the corresponding percentage and quality index of bicycle trips. Developing attractive bicycle policies, defining strategic goals with indicators, improving willingness to travel by bicycle, and providing financial support will give China direct enlightenment as to the stipulation of policies and plans for the development of bicycles.
