充足的总量供应及合理的空间配置是现代城市公共文化服务体系建设的重要内容之一，关乎城市居民生活品质和社会公平，其核心价值始终是以人为本，为此，通过一种自下而上的视角，基于微观个体行为的公共服务消费特征探讨，有助于从需求角度审视公共文化设施配置的有效性及公平性。通过问卷调查数据系统分析徐州市居民文化消费行为特征，并据此提出徐州市公共文化设施规划策略，从而为推进我国中小城市公共文化设施建设提供借鉴和参考。 - 关键词：
公共文化设施；个体行为；消费特征；规划策略； - Abstract: Adequate aggregate supply and reasonable allocation of space is one of the important contents of the construction of public cultural service system in modern cities. With regard to the quality of life and social fairness of urban residents, its core value has always been people-oriented. To this end, perspective on the characteristics of public service consumption based on micro individual behavior helps to examine the effectiveness and fairness of public cultural facilities allocation from the demand perspective. This paper analyzes the characteristics of cultural consumption behavior of residents in Xuzhou city through the questionnaire data system and puts forward the planning tactics of public cultural facilities in Xuzhou so as to provide reference for promoting the construction of public cultural facilities in small and medium-sized cities in China.
