基于计划行为理论对公众参与智慧城市的意愿、行为与绩效间的关系进行了研究。研究结果表明：（1）公众参与的行为态度、主观规范和感知行为控制对其参与意愿均具有正向的直接影响作用；（2）公众参与意愿直接正向影响其参与行为；（3）参与行为直接正向影响智慧城市建设绩效。研究为不同城市调动公众参与积极性和进一步促进智慧城市建设提出了管理启示与建议。 - 关键词：
智慧城市；计划行为理论；公众参与；建设绩效；实证研究； - Abstract: On the basis of the theory of planned behavior, this paper further constructs the relationship among public participation intention, behaviors and construction performances of smart city. The results show that: (1) The attitude toward the behavior, subjective norm or perceived behavioral control of public participation has a directly positive effect on public participatory intention; (2) The participatory intention has a directly positive effect on participatory behavior; (3) The participatory behavior also has a direct and positive effect on construction performances of smart city. Finally, managerial implications and suggestions as to how to motivate the enthusiasm of public participation and improve construction performances of smart city are provided from the research findings for different cities.
