在生态文明建设的背景下，实现绿色发展方式的转型是资源枯竭型城市振兴的一种新路径。以徐州市贾汪区为例，分析资源枯竭型城市发展特征和转型难点，结合城市转型的实践探索，提出“资源再造”的绿色转型条件和内涵，强调绿色循环的废弃资源再利用和利用生态优势资源形成新的经济增长动力。进而探讨了绿色转型的关键对策，通过融入区域发展的方式弥补产业、人才、科技等方面短板；分类引导生态修复和再利用，形成新的城市价值空间；从传统工矿区转向现代化城市，解决历史遗留的民生保障问题；多层面多途径创新转型政策支撑，从“输血式”政策转向增强“造血”功能的激励机制。 - 关键词：
资源枯竭；转型；绿色发展；贾汪区； - Abstract: Green development mode provides a new way for resource exhausted cities to promote economic revival under the background of ecological civilization construction. Taking Jiawang district of Xuzhou as a case, this paper analyses the features and problems of resource exhausted cities, clarifies the transition conditions and connotation about green development based on resource reengineering. The city transformation mainly comprises two aspects: promoting the reuse of waste resources and finding the new resource advantages to bring economic growth. It puts forward four countermeasures about resource exhausted city’s transformation, the first one is integrating into the regional development to make up shortcomings of industry and technology, the second one is strengthening ecological remediation and reuse to form new valuable space, the third one is promoting the city function to solve the problems of people’s livelihood, the last one is providing innovative policies from blood-transfusion support to blood-making function incentive mechanism.
