近年来，随着特色小镇规划与建设热潮的涌现，特色小镇规划与我国法定规划体系脱节、冲突 的问题日益浮现，造成特色小镇规划科学性降低、实施困难。镇总体规划与特色小镇规划具有 协同编制的良好基础，本文以灯塔市佟二堡镇为例，解析镇总体规划与特色小镇规划在定位与 产业、规模与范围、结构与用地、管控与实施等环节协同编制的过程，探索特色小镇规划编制与 我国城乡法定规划编制体系融合对接的方法。 - 关键词：
特色小镇规划；镇总体规划；协同编制； - Abstract: In recent years, with the upsurge of characteristic towns, the problem of the disconnection between the characteristic town plan and the statutory planning system has emerged, which makes the characteristic town plan less scientific and difficult to implement. Taking Tong'erpu town as an example, this paper analyzes the process of collaborative planning of town master plan and characteristic town plan and explores the planning integration of characteristic town plan and statutory planning system.
