规划知识因不同时代需要而变化，随着我国对于创新社会治理的需要而进行了一整套运行体系制度设计的改革，规划工作越来越强调规划师对规划编制及实施过程的全程参与。“社区生活圈”的规划改革理论内涵已趋于完善，但后期在规划实施中以怎样的形式落地，仍缺乏足够的探讨。社区规划师制度和由此产生的下沉到街道层面的规划实施路径，是探索生活圈规划实践的宝贵经验。文章以2019 年以来上海市开展“十五分钟社区生活圈”试点工作为例，分析其实施过程中不同阶段的制度环境和主要政策支撑，从实践中挖掘总结，认为“促实施为目标”的“十五分钟生活圈”规划的影响是全方面的，对应着社区规划师的工作内容与规划知识转变，以及规划思路、方法、管理和模式的全方位转型。 - 关键词：
社区生活圈；社区规划师；规划实施；制度环境；社区更新； - Abstract: In the context of institutional transformation, changes bring new rules, and different types of planning knowledge emerge. The planning reform of "community life circle" conforms to the development of the times and it pays more attention to residents’ needs. Its theoretical connotation has been improved meanwhile its implementation hasn’t aroused sufficient attention. The system of community planner and the street level planning implementation are valuable experience in exploring the implementation of "community life circle". In order to illustrate the transformation of work content and planning knowledge of community planners, this paper takes the pilot work of “15-minute community life circle" in Shanghai in 2019 as an example. This paper analyses institutional context and policy support at different stages of the implementation process. It puts forward that the impact of “implementation-oriented” 15-minute community life circle is omnidirectional. There is a need to expand and update the existing knowledge and working agenda of community planners. Furthermore, the overall transformations of planning ideas, methods, management and models are emerging.
