老旧小区更新有助于改善人居环境、优化城市空间、推动经济发展，而资金筹措模式是更新的重要环节。由于更新项目繁多、利益难以统一以及盈利性不佳，传统资金筹措模式难以持续大规模地推进项目进展。研究提出“政金合作模式”和“社会资本自主维育模式”两种资金筹措模式，并分析其操作流程、经验和优势，提出相应的政策建议，为决策部门创新老旧小区更新资金筹措模式提供参考和依据。 - 关键词：
老旧小区；城市更新；资金筹措； - Abstract: The renewal of old residential communities can improve the living environment, and optimize the urban space and promote the economic development, and the financing model is an important part of the renewal programs. Due to the complexity of renewal programs, the difficulty of unifying interests and the poor profitability, it is difficult for the traditional financing model to promote the project progress on a large scale. This study puts forward two models, “government financial cooperation model” and “social capital independent maintenance model”, to analyze their operation process, experience and advantages, and puts forward corresponding policy suggestions, which may provide reference and basis for decisionmaking departments to innovate the old community renewal financing model.
