- “三生”功能视角下全域土地综合整治格局与模式研究

乡村地域多功能协同提升是乡村建设的重要目标，也是推动土地综合整治赋能乡村振兴的重要依据。文章基于乡村“三生”功能协同提升与全域土地综合整治交互关系的理论框架，以山东省王村镇为研究区，构建乡村生产、生活和生态功能评价指标体系进行区域特征解析，耦合“三生”功能强度与协调度关系形成全域土地综合整治分区格局，利用障碍因子诊断模型揭示不同格局中乡村地域弱势功能，并提出相应的多元化整治模式。研究发现 ：①王村镇地区“三生”功能整体协调性较高，不同村庄之间存在明显的不均衡性和不协调性 ；②王村镇全域土地综合整治格局分为适度整治区、优先整治区和重点整治区，具有“点—线—面”的形态特征，农业生产资源匮乏、生活设施条件不便、绿地面积偏少等问题是“三生”功能的短板；③结合障碍因子组合情况，设计出 8 种全域土地综合整治模式，用于实现王村镇乡村“三生”功能协同提升，进而助推乡村振兴。 - 关键词：
全域土地综合整治；“三生”功能；格局；模式；王村镇； - Abstract: Rural area multifunctional coordinated improvement is an important goal of rural construction and also important basis for promoting comprehensive land consolidation to empower rural revitalization. This paper is based on the theoretical framework of the synergistic enhancement of rural PLE function and interactive relations of CLCWA. Taking Wangcun town, Shandong Province as the research area, this paper constructs an evaluation index system for rural production, life and ecological functions to regional characteristics analysis, and forms a regional pattern of CLCWA by coupling PLE function strength and coordination degree. By using obstacle factor diagnostic models to reveal the weak functions of rural areas in different patterns, this paper puts forward the corresponding diversification regulation modes. Results show that: ①The overall coordination of the PLE function in Wangcun town is relatively high. Imbalance and incongruity obviously exists between different villages;②The CLCWA pattern of Wangcun town is divided into moderate remediation area, priority remediation area and key remediation area, which have the morphological characteristics of "point-line-surface". The shortcomings of the PLE function are the lack of agricultural production resources, inconvenient living facilities and lack of green areas, etc;③Based upon the combination of barrier factors, this paper designs eight modes of CLCWA, to realize the PLE function synergistic improvement of the Wangcun town and boost rural revitalization.
