特色小城镇是我国城镇体系的重要组成部分和连接城乡的关键纽带，但其逐渐暴露出竞争力不足、动力机制同质和发展路径硬化等问题。为厘清特色小城镇可持续发展的内生因素与实现路径，首先构建以产业维度为核心，功能、形态和管理维度为辅助的特色小城镇核心竞争力评价体系，进行现状竞争力的定量评价；其次运用系统动力学方法，以核心竞争力评价体系为依据，构建特色小城镇可持续发展路径的仿真模型并进行发展模拟；最后以苏南典型国家级特色小城镇为例进行实证研究，寻找主要仿真情境并总结可持续发展的最优解。研究指出，根植“小城镇+N”式基础，耦合政策引导、企业主体与市场化运作，并以高品质要素聚集助推可持续道路建设将成为特色小城镇发展的普适路径。 - 关键词：
特色小城镇；核心竞争力；评价体系；可持续发展路径；系统动力学；苏南地区； - Abstract: The “characteristic small town” is an important part of China’s urban system and the key link between urban and rural areas. However, in the process of development, problems such as homogenization of dynamic mechanism, lack of competitiveness and hardening of development path are exposed. In order to clarify the endogenous factors and realization path of the sustainable development of characteristic small towns, first we need to build a characteristic small town core competitiveness evaluation system with the industrial dimension as the core and the function, form and management dimension as auxiliary, and carry out a quantitative evaluation of the current competitiveness; Secondly, we need to use system dynamics, based on the core competitiveness evaluation system, build a simulation model of the sustainable development path of characteristic small towns and carry out development simulation; Finally, we take the typical national characteristic small towns in southern Jiangsu as an example to conduct empirical research and point out the main simulation context and summarize the best plan for sustainable development. The study pointed out that rooted in the “small town + N” foundation, coupling policy guidance, business entities and market-oriented operations, and gathering high-quality elements to promote sustainable road construction will become a universal path for the development of characteristic small towns.
