城市安全事关人民的幸福，是后疫情时代国土空间语境下的规划重要议题。从“风险识别、量化综合、空间统筹”3 个维度形成城市“生态、生产、生活”3 类安全基本控制线的分析框架，构建系统性空间量化指标体系。以泉州市泉港区为研究案例，总结面向国土空间规划的城市安全量化评价与差异化、精细化管控的方式方法。研究一是统筹分析了城市总体安全，并以空间量化实现要素落子；二是据此制定精细化、差异化的管控策略。 - 关键词：
城市总体安全；国土空间规划；基本控制线；差异化管控； - Abstract: As an important topic of territorial space planning in the post-epidemic era, urban security is closely related to people’s happiness and well-being. From the three dimensions of “risk identifi cation, quantitative integration and spatial coordination”, this paper aims to establish the framework of the basic safety control lines of “ecology, production and life” in cities and constructing systematic spatial quantitative index system. Taking Quangang district of Quanzhou city as an example, the article summarizes the methods of quantitative evaluation, diff erentiated and refi ned governance of urban safety oriented to spatial planning. On the one hand, the research analyzes the city overall security in order to realize the factors by spatial quantifi cation. On the other hand, diff erentiated management and control strategies have been formulated accordingly.
