农产品主产区是落实国家粮食安全战略和稳定重要农产品供给的关键区域，在空间用途 管控方面会十分严格。基于公平和效率，文章从土地发展权的角度，分析农产品主产区 因城乡建设用地规模和空间用途管控等造成的区域发展受损情况，综合现有各类农业 农村综合补贴和补偿，提出弥补农产品主产区发展损失的补偿方案和实施路径 ;参考 国家对重点生态功能区进行转移支付的做法，提出建立农产品主产区一般性转移支付的 实施建议。 - 关键词：
土地发展权；农产品主产区；一般性财政转移支付；路径设计； - Abstract: The main agricultural production areas are important areas to ensure national food security and the supply of important agricultural products. They are very strict in territorial use control. Based on fairness and efficiency, from the perspective of land development right, this paper analyzes the loss of regional development in the main agricultural production areas caused by the scale of urban-rural construction land and the territorial use control, integrates the existing comprehensive agricultural and rural subsidies and compensation, and puts forward the compensation scheme and implementation path to make up for the development loss of the main agricultural production areas. Referring to the national practice of transfer payment for key ecological functional areas, this paper puts forward some suggestions on the establishment of general fiscal transfer payment in main agricultural production areas.
