产城协同是城市发展的理想目标，近年来政府与社会资本合作（public-private partnership／ PPP）的产业新城模式在大城市周边的中小城市广泛出现，标志着政府与市场正在构建新的合作治理模式。文章以河北省廊坊市固安县产城运营商C 集团产业新城PPP 项目为例，研究发现在产城协同发展目标下，中小城市政府与市场主体合作形成的PPP 产业新城模式的治理结构和互动机制与传统大城市的治理模式存在显著差异，其形成的内生因素在于地方政府在土地开发、招商引资等方面的治理能力有很高的要求，但中小城市工业化和城镇化的启动尤其困难。该模式在特定社会经济条件下能够促进中小城市产城协同发展，但由于其对于土地财政的严重依赖，在全国范围的大规模复制中仍存在较高的风险。 - 关键词：
产城协同；城市治理；城市企业家主义；政府与社会资本合作；产业新城； - Abstract: The integrated development of industrialization and urbanization is one primary goal of local governance in China. Recently, industrial new towns driven by public-private partnership (PPP) have widely emerged in the medium-small cities surrounding the central cities. This indicates that a new mode of urban governance is created. Taking the industrial new town in Gu’an as an example the paper indicates that the governance structure and interaction mechanism of PPP industrial new town mode formed by the cooperation of small and medium-sized city government and market main body are signifi cantly diff erent from that of traditional big cities under the goal of industry city coordinated development. The endogenous factor of its formation lies in the high governance ability of local government in land development, investment attraction and other aspects, but small and medium-sized cities, industrialization and cities have high requirements. The start of urbanization is particularly diffi cult. This model can promote the coordinated development of small and medium-sized cities under the specific social and economic conditions, but due to its heavy dependence upon land fi nance, there are still high risks in the nationwide large-scale replication.
