目前在海岸带空间规划编制中尚未形成完善的陆海统筹关键技术体系。文章从陆海资源、生态安全、功能、空间、基础设施5 个维度着手，通过资源利用优先度分析、层叠用海兼容性分析、陆海功能兼容性分析等技术方法，构建陆海统筹的关键技术体系。最后针对陆海综合管理机制和陆海统筹核心管控内容传导两方面提出建议，以期为沿海省、市（县）海岸带空间规划的陆海统筹实践提供借鉴。 - 关键词：
海岸带规划；陆海功能统筹；陆海资源统筹；陆海生态统筹；陆海空间统筹； - Abstract: As an important part of coastal zone spatial planning, land-sea integration has not yet formed comprehensive technical guidance. Based on the current situation as well as the importance and urgency of studying land-sea integration, the paper starts from the fi ve dimensions of land-sea resources, ecological security, function, space, and infrastructure, and sets out to build a key technology system for landsea integration through technical methods such as resource utilization priority analysis, layered sea compatibility analysis, and land-sea functional compatibility analysis. Finally, suggestions are made for the land-sea integrated management mechanism and the core control content transmission of land-sea integration, in order to provide references for the land-sea integration practices of coastal provinces, cities and counties.
