新型城镇化背景下，促进都市圈协同发展成为提高我国城市系统可持续性的重要战略。作为国土空间合理配置与区域资源高效利用的关键措施，国土综合整治有助于优化城市地区国土空间规划合理性并减轻城市化负面影响。文章以中国29个都市圈为例，面向城市化进程中的景观格局、发展过程、生态效应等特征与问题，提出时空动态结合的都市圈多维度国土综合整治评估框架。在此基础上，采用三维魔方空间关联法划定城市空间规划提升、低效用地利用提效、生态功能服务改良、规划—利用提质、规划—服务协同、利用—服务改善、综合整治优化、协调发展稳固8个都市圈整治分区，并按照问题优先等级针对规划、利用和服务方面提出相应的整治策略。 - 关键词：
都市圈；多维视域；综合整治；分区； - Abstract: Under the background of new urbanization, promoting the coordinated development of
metropolitan areas has become an important strategy to improve the sustainability of China’s urban system. As a key measure for rational territorial space allocation and effi cient regional resource utilization, comprehensive land consolidation can help optimize land space planning and reduce negative urbanization impacts in urban areas. Taking 29 metropolitan areas in China as an example, this study proposes a multi-dimensional comprehensive land consolidation assessment framework for metropolitan areas based on the dynamic combination of time and space. On this basis, the three-dimensional Rubik’s Cube spatial correlation method is used to delineate eight metropolitan consolidation zones, including urban space’s planning improvement, inefficient land-use efficiency improvement, ecosystem services improvement, planning-utilization improvement, planning-service coordination, utilization-service improvement, comprehensive consolidation and optimization, and coordinated and stable development. Finally, corresponding consolidation strategies are proposed for planning, utilization, and service according to the problem priority.
