文章从当代城市治理与空间转型的现实背景出发，指出中国城市发展的空间逻辑已从以二维扩张为表征的增量开发转换为以多方参与为特征的存量提升。在这一背景下，文章将由上海里弄构成的遗产社区选作观察对象，通过剖析遗产社区的基层治理议题和空间发展问题，尝试从社区建设和公众参与两方面探讨遗产社区治理与空间转型的发展方向。首先，将遗产社区置于上海社区建设运动中进行分析，指出遗产社区面临的3大问题并未在这场运动中得以解决。然后，尝试从公众参与的角度对上述问题进行回应，并通过梳理公共参与理论的演进过程指出，在上海的社区建设过程中实现一种动态平衡下有限度的公众参与是解决这些问题的关键。基于此，在对上海基层社会治理情况进行剖析的基础上，提出基于社区共同利益的公众参与方式。最后，提出面向遗产社区 3大问题的公众参与渠道构建方式，认为多元主体参与城市更新的治理逻辑需要在均衡各方权益并发挥各方作用的基础上重新组建。 - 关键词：
空间治理；遗产社区；社区建设；公众参与；多元利益主体； - Abstract: Starting from the realistic background of contemporary urban governance and spatial transformation, the paper points out that the spatial logic of urban development in China has been transformed from the incremental development represented by two-dimensional expansion to inventory improvement characterized by multi-participation. In this context, this paper intends to take the heritage community composed of Shanghai Lilong as the object of observation, and try to discuss the development direction of urban governance and spatial transformation of heritage community from two aspects: community construction and public participation. Firstly, the paper analyzes heritage community under the context of community construction movement in Shanghai, and points out that the three major problems faced by the heritage community have not been solved in this movement. Then, the paper tries to respond to the above problems from the perspective of public participation, and through sorting out the evolution process of public participation theories, points out that in the process of community construction in Shanghai, the limited public participation under a dynamic balance is the solution in the current context. Based on this, this paper analyzes the situation of grassroots social governance in Shanghai and puts forward the approach of public participation based on the community’s common interests. Finally, this paper proposes the way of constructing public participation channels for the three major issues of heritage community, and holds that the governance logic of multiple subjects participating in urban renewal needs to be re-established on the basis of balancing the rights and interests of all parties and giving play to the roles of all parties.
