顺应城市的高质量发展诉求及网络化发展态势，构建与之相适应的城市首位度研究方法框架具有理论和实践双重意义。论文依托多源数据，面向现状—定位两个时间层面，提出基于城市能级测度的首位度评估指标体系以及基于城市网络关系调控的首位度提升路径，并以南京为例进行了实证研究。结果发现：江苏省内的城市能级得分遵循“南高北低”的传统空间发展格局，南京的综合城市能级得分略高于苏州，呈现“双核引领”的省内发展态势；苏、浙、皖三省的首位城市均是其省会城市，但杭州与合肥的首位度指数远超南京，两地尤其加快了创新城市建设；调控南京的网络关联空间指向，将重点关联地区定位于长三角中西部地区，能够加速区域资源要素向南京集聚，进而提升南京首位作用。论文所提的方法框架能够为其他城市的首位度评估及首位城市间对比分析提供思路借鉴。 - 关键词：
首位度；城市能级；城市网络；多源数据；南京； - Abstract: In response to the demands of high-quality development and the trend of network development of cities, it is of both theoretical and practical significance to construct the corresponding research method framework of urban primacy degree. Based on multi-source data, this paper puts forward the primacy degree evaluation index system based on city competitiveness level measurement and the primacy promotion path based on urban network relationship regulation, and takes Nanjing as empirical case. The results show that: the competitiveness level scores of cities in Jiangsu province follow the traditional regional spatial development pattern of “high in the south and low in the north”, and the comprehensive competiveness level scores of Nanjing are slightly higher than that of Suzhou, showing the development trend of “dual core leading”. The primary cities of Jiangsu, Zhejiang and Anhui are all the provincial capitals, but the primary degree indexes of Hangzhou and Hefei are far higher than those of Nanjing, especially accelerating the construction of innovative cities. Regulating the spatial orientation of Nanjing’s network association and positioning the key associated areas in the central and western regions of the Yangtze River Delta can accelerate the agglomeration of regional resource elements to Nanjing and enhance the primacy degree of Nanjing. The method framework proposed in this paper can provide reference for other cities’ primacy degree evaluation and comparative analysis.
