2018 年机构改革以后，新成立的自然资源部被赋予解决多规矛盾的责任。为探究其职能关注重点，文章收集自然资源部发布的与国土空间规划有关的政策法规文件，运用词频分析、句法分析等方法进行文本分析。研究表明，自然资源部仍以土地管理职能为关注重点，以原有的土地规划、建设用地土地资源配置、土地管理技术方法为核心管理手段，重视自然资源配置与管控，关注各类自然要素保护，强调以经济社会高质量发展指导各项自然资源管理工作。 - 关键词：
自然资源部；国土空间规划；部门职能；文本分析； - Abstract: After the institutional reform in 2018, the newly established Ministry of Natural Resources was entrusted with the responsibility of resolving conflicts among multiple regulations. This paper collects and quantitatively analyzes policies and regulations related to territorial planning published by the Ministry of Natural Resources, using methods such as word frequency analysis and syntax analysis. The research shows that the Ministry of Natural Resources still focuses on land management, using land planning, construction land resource allocation, and land management techniques as core management methods. The Ministry places a strong emphasis on the allocation and management of natural resources, protection of various natural elements, and underscores high-quality economic and social development as a guiding principle in all aspects of natural resources management.
