德国作为空间规划思想的重要萌发地，其用途管制制度一直是世界各国学习的榜样。文章在梳理德国国土空间用途管制制度体系的框架结构，分析用途管制制度在总量控制与计划管理、空间准入与实施许可、规划监测与预警机制等环节运行机制的基础上，总结德国在立法、立项、资金支持、空间监测、可持续发展与气候保护等领域的国土空间用途管制经验，希望能为我国国土空间用途管制制度的完善提供可借鉴的建议。 - 关键词：
国土空间用途管制；经验启示；土地资源可持续利用；德国； - Abstract: As an essential source of Germany’s space planning thought, its use control system has been an example for all countries in the world. On the basis of combing the framework of the land and space use control system in Germany, analyzing the operation mechanism of the land and space use control system in the links of total control and planning management, space access and implementation permission, planning monitoring and early warning mechanism, this paper summarizes Germany’s land and space use control experience in the fields of legislation, project establishment, financial support, space monitoring, sustainable development and climate protection, hoping to provide reference suggestions for the improvement of China’s land and space use control system.
