依托湾区特定的地理区位与港口交通优势，海湾型都市圈已成为国际竞争和低碳转型发 展的重要空间单元。基于“绿色低碳、产业辐射和科创集群”3种海湾型都市圈规划模 式的比较，文章重点解析了契合当前“双碳”建设目标的绿色低碳模式。基于对“翡翠 之城”西雅图都市圈的案例解析，揭示了低碳规划模式以“织补绿色生态网络、链接绿 色区域格局、优化绿色产业体系”3个方面为核心，从“碳汇增量、碳汇提质、低碳布局、 低碳交通、低碳设施、产业类型、产业结构、绿色市场”8个方面，构成了海湾型都市圈 绿色低碳规划发展的前沿探索。结合我国双碳发展目标和海湾型都市圈现实，进一步从“生 境（绿色织补）、城境（空间承载）、产境（市场激活）”3个维度提出了我国海湾型都市圈 绿色低碳发展路径。他山之石可为我国低碳可持续都市圈发展探索提供启示与借鉴。 - 关键词：
海湾型都市圈；西雅图；绿色低碳；路径；策略； - Abstract: Relying on the unique geographic location and port transportation advantages of bay areas, bay-type urban agglomerations have become important spatial units for international competition and low-carbon transformation. Based on a comparison of three planning models for bay-type urban agglomerations—“green and low-carbon, industrial radiation, and sci-tech innovation clusters”—this article focuses on analyzing the green and low-carbon model that aligns with the current “dual-carbon” goals. Through a case study of the “Emerald City” Seattle metropolitan area, the article reveals that the low-carbon planning model centers on “weaving green ecological networks, connecting green regional patterns, and optimizing green industrial systems”. It identifies eight key aspects of green and low-carbon planning development for bay-type urban agglomerations: carbon sink enhancement, carbon sink quality improvement, low-carbon spatial layout, low-carbon transportation, low-carbon facilities, industry types, industrial structures, and green markets. In light of China’s dual-carbon development goals and the realities of bay-type urban agglomerations, the article proposes a green and low-carbon development path for China’s bay-type urban agglomerations from three dimensions: habitat (green restoration), urban framework (spatial carrying capacity), and industrial framework (market activation). The experiences of other countries offer valuable insights and lessons for exploring sustainable and low-carbon development in China’s urban agglomerations.
