文章以我国 31 个省份为案例样本，采用超效率 SBM 模型，对公共文化服务资源利用效率进行测度 ；运用模糊集定性比较分析法探讨多种因素对资源利用效率的联动效应及驱动路径。研究发现：我国公共文化服务资源利用效率呈现“东高西低”的显著差异性特征，任何单一条件均不构成高（非高）水平公共文化服务资源利用效率的必要条件，但是提升居民文化需求与机构活跃度对于产生高水平利用效率发挥着较为普适的作用；实现高水平公共文化服务资源利用效率呈现两种组态路径：内外联动型与居民文化需求主导型；非高水平公共文化服务资源利用效率的差异化路径表明，内部条件的机构活跃度与外部条件人口密度的缺失成为制约效率提升的关键所在。 - 关键词：
公共文化服务资源；利用效率；超效率SBM模型；模糊集定性比较分析； - Abstract: This study uses data from 31 provinces in China as case samples and employs the super-efficiency SBM model to measure the efficiency of public cultural service resource utilization. The study also applies fuzzy-set qualitative comparative analysis (fsQCA) to explore the interactive effects and driving paths of multiple factors on resource utilization efficiency. The findings indicate that the efficiency of public cultural service resource utilization in China exhibits a significant “east-high, west-low” regional disparity. No single condition alone is a necessary factor for achieving high (or non-high) levels of public cultural service resource utilization efficiency. However, enhancing residents’ cultural demand and institutional activity plays a universally significant role in achieving high utilization efficiency. The study identifies two configurational paths for achieving high levels of public cultural service resource utilization efficiency: the internal-external interaction model and the resident-driven cultural demand model. The differentiated paths of non-high utilization efficiency highlight that the lack of internal conditions such as institutional activity and external factors like population density are key constraints limiting the improvement of efficiency.
