绿色低碳发展作为贯彻新发展理念和满足人民日益增长的美好生活需要的重要举措，改变原有以低要素成本价格和牺牲环境为代价的发展方式，用生态优先绿色低碳发展重构县城发展逻辑是走好中国式现代化新道路的重要命题。文章从政策文本分析的视角，首先基于人本理念搭建了县城绿色低碳发展“政策场域—政策工具—政策力度”三维分析框架，然后通过对 148 份县城绿色低碳发展政策文本的分析发现，当前我国县城绿色低碳发展存在着政策区域东西失衡、政策力度适配性弱、政策工具分布不均衡、参与主体发展路径模糊等问题。最后明晰了我国县城绿色低碳发展的“中梗阻”问题，并提出破除城乡二元绿色低碳发展结构、优化县城绿色低碳政策工具结构、强化县城绿色低碳发展政策力度等政策建议，以进一步推动县城绿色低碳高质量发展。 - 关键词：
县城绿色低碳发展；政策框架；时空特征；政策建议； - Abstract: Green and low-carbon development, as an important measure to implement the new development concept and meet the growing needs of people for a better life, aims to transform the traditional development model that relied on low-cost factors and environmental sacrifice. By prioritizing ecology and focusing on green and low-carbon development, it reshapes the logic of county development, which is a key issue in advancing China’s path of modernization. This paper, from the perspective of policy text analysis, first constructs a three-dimensional analytical framework for county-level green and low-carbon development: “policy field – policy tools – policy strength”, based on a human-centered approach. Then, by analyzing 148 policy texts related to green and low-carbon development in counties, the paper identifies several issues, including regional imbalance between the east and west in policy application, weak adaptability of policy intensity, uneven distribution of policy tools, and unclear development paths for participating entities. Finally, it clarifies the “middle obstruction” problem of county green low-carbon development in China, and puts forward policy suggestions such as breaking the urban-rural dualistic green low-carbon development structure, optimizing the structure of county green low-carbon policy tools, and strengthening the policy intensity of county green low-carbon development, so as to further promote the high-quality green low-carbon development of counties.
