市际边界地区是深化城镇协调发展的重要区域，但空间治理统筹的长期缺位限制了城镇跨界协同发展。基于空间治理的视角，文章从社会、物质、经济、制度 4 个维度解析空间治理理论推动市际边界城镇跨界发展的机制。以浙江省杭州、金华、衢州市际边界城镇为例，解析大慈岩、诸葛、横山三镇跨界协调发展的演进特征。三镇在跨界发展中遵循空间治理 4 个维度的演进规律，以政府为主导，企业、公众共同参与跨界发展事务的综合治理模式是推动跨界发展的可行途径，并提出相应对策以推动市际边界城镇跨界协调发展。 - 关键词：
市际边界；跨界发展；小城镇；空间治理； - Abstract: The inter-municipal boundary area is an important area for deepening the coordinated development of cities and towns, but the long-term lack of spatial governance coordination has limited the coordinated development of cities and towns across boundaries. Based on the perspective of spatial governance, we analyze the mechanism of spatial governance theory to promote the cross-boundary development of cities and towns along the inter-municipal boundaries from the four dimensions of society, material, economy and system. Taking the inter-municipal boundary towns of Hangzhou, Jinhua and Quzhou in Zhejiang province as an example, we analyze the evolutionary characteristics of the cross-boundary synergistic development of the three towns of Daciyan, Zhuge and Hengshan. In cross-boundary development, the three towns follow the evolution law of four dimensions of spatial governance, and the comprehensive governance model led by the government, with enterprises and the public participating in cross-boundary development affairs, is a feasible way to promote cross-boundary development and corresponding countermeasures are put forward to promote the coordinated cross-boundary development of the towns along the inter-municipal boundary.
