- 摘要：
鉴于房地产市场持续下滑的实际挑战以及地方政府面临的巨大财政负担，如何缓解政府财政压力，赋能多元社会力量，引起了广泛的关注与热烈的讨论。文章首先基于城镇化进程和制度政策变迁回溯中国重建式城市更新的发展历程，提出此前我国以大规模拆除重建为主要形式的城市更新面临土地财政乏力、多元化参与薄弱、分配机制待优化等关键难点；其次，解析市地整理的基本内涵，分析德国、日本的市地整理经验对我国重建式城市更新的启示，并尝试从多样化更新项目组织方式、规范程序、健全收益分配机制等多方面，探讨可持续重建式城市更新的实现路径。 - 关键词：
市地整理；国际经验；重建式城市更新；可持续城市更新；空间治理； - Abstract: Given the ongoing challenges posed by the declining real estate market and the substantial financial burdens faced by local governments, alleviating governmental financial pressure and empowering diverse social forces have attracted widespread attention and intense discussion. This article first traces the development trajectory of China’s urban reconstruction-renewal, grounded in the context of urbanization process and institutional policy changes. It highlights key challenges faced by China’s previous urban renewal in the form of large-scale demolition and reconstruction, such as lack of land finance, limited diversified participation, and optimization of the distribution mechanisms. Secondly, it analyzes the fundamental connotations of urban land readjustment and examines the insights offered by the experiences of urban land readjustment in Germany and Japan for China’s urban reconstruction-renewal. Furthermore, it explores sustainable paths for achieving urban reconstruction-renewal from various aspects, including diversified project organization methods, standardized procedures, and improved income distribution mechanisms.
