韧性社区规划对建设韧性城市和社区，实现规划的精细化、系统化和全过程管理至关重要，而以多元主体参与为基础的群体决策是社区更新与韧性治理的重要决策机制。文章基于相关文献厘定研究对象、内涵和方法，探索社区韧性规划的决策框架体系；通过模糊群决策的方法、机制和技术平台探索实现公众参与社区规划的技术路径。面向多元主体参与的社区规划群决策机制探索，为提高社区规划的韧性提供了新的研究视角和实践参考。 - 关键词：
社区规划韧性；韧性规划；社区更新；模糊综合评价；群决策； - Abstract: The significance of resilient community planning and governance in addressing uncertainty and risk cannot be overstated. It is imperative to build resilient cities and communities while achieving refined, systemic, and comprehensive planning management. Central to resilient decision-making in community regeneration is the involvement of multiple stakeholders through group decision-making mechanisms. This paper establishes definitions, theories, and framework for resilient community planning and decision-making, and mechanisms for participation of multiple stakeholders, grounded in resilience theory. Additionally, it proposed the technical pathway for integrating public participation into community planning, employing fuzzy group decision-making methodology, mechanism, and technical platforms. By emphasizing planning resilience in community redevelopments, it contributes an alternate perspective and valuable insights to the field of resilient community planning.
