- 摘要：
新旧居住单元在时间错位发展历程中的建设水平、资源配置、运营管理差距明显，如何实现公共资源配置和管理运营的公正、效率与效益的最大化，是当前社区更新过程中的困境。文章剖析时间维度下的完整社区建设的差异性，从新旧融合视角出发，针对服务设施与公共空间、管理治理机制、社区意识共同体 3 个方面提出提升路径，以青岛市崂山区朱家洼完整社区实践为例，探讨实现社区公共服务资源配置的平衡和效益，以期为完整社区试点建设提供科学的建设思路。 - 关键词：
完整社区试点；新旧融合；城市更新；青岛崂山区朱家洼； - Abstract: The construction level, resource allocation, and operational management of old and new residential units show significant disparities in the process of temporal development. The challenge of maximizing fairness, efficiency, and effectiveness in the allocation of public resources and management operations is a current dilemma in the community renewal process. This article analyzes the differences in complete community development from the perspective of time, focusing on the integration of old and new units. It proposes improvement strategies in three areas: service facilities and public spaces, management and governance mechanisms, and community awareness. Using the Zhujiawa Complete Community practice in Laoshan district, Qingdao as an example, the article explores how to balance the allocation and benefits of community public service resources. The aim is to provide a scientific approach to the development of complete community pilot projects.
